A program granting green cards to immigrants from underrepresented countries has come under scrutiny after 29-year-old Sayfullo Saipov -- an immigrant from Uzbekistan who entered America through the program -- killed 8 people and injured 11 more using a rented truck in downtown Manhattan.

Saipov also allegedly left a note pledging allegiance to radical Muslim group ISIS.

The Diversity Visa Lottery was introduced by Sen. Chuck Schumer as a member of the House of Representatives in 1990.

As information about how the suspect entered the United States became available, President Trump took to social media site Twitter to condemn the attack and criticize Sen. Schumer’s law that admitted the perpetrator, saying “The terrorist came into our country through what is called the "Diversity Visa Lottery Program," a Chuck Schumer beauty. I want merit based.”

Previously, Hesham Mohamed Hadayet, the husband of an Egyptian woman who entered using the same program, murdered two people in an attack at the Los Angeles International Airport in 2002.
